Westmoreland Davis

Westmoreland Davis (1859-1942) was governor of Virginia (1918-1922). He introduced the first budget system and formulated a progressive social welfare program. He was a farm leader who headed the Virginia State Farmers' Institute (1908-1915) and published the Southern Planter.
