The Idaho Creation of Water Resources Agency Amendment, also known as Senate Joint Resolution 1, was on the November 3, 1964 ballot in Idaho as a legislatively referred constitutional amendment, where it was approved. The measure created a state water resources agency to implement a state water plan for optimum development of water resources, to construct and operate water projects, to generate hydroelectric power, and to issue revenue bonds to be paid from those projects.[1][2]
