The Idaho Creation of a Pardoning Board Amendment, also known as Senate Joint Resolution 3, was on the November 5, 1946 ballot in Idaho as a legislatively referred constitutional amendment, where it was approved. The measure gave pardoning powers that were vested in the Governor, Attorney General and Secretary of State to a pardoning board as created by the legislature.[1][2]
