Three seats on the Jackson School District Board of Education were up for general election on November 3, 2015.[1] The seats of incumbents Theresa Schiazza, Adam Silvan and Marvin Krakower were on the ballot.[2]

Schiazza did not file to run for re-election, guaranteeing at least one newcomer would join the board. Silvan and Krakower faced six challengers: Burnetsky, Grasso, Nathan Grosshandler, Jonathan Regan-Levine, Sargent and Michael Walsh.[3] Silvan and Krakower were defeated in the election with victories going to Burnetsky, Sargent and Grasso.[4]

Jackson School District is located in Ocean County in eastern New Jersey. The county seat is Toms River. Ocean County was home to approximately 586,301 residents in 2014, according to estimates by the United States Census Bureau.[5] During the 2012-2013 school year, Jackson School District was the 23rd-largest school district by enrollment in New Jersey and served 9,224 students.[6]

Demographics[edit]

Ocean County underperformed compared to the rest of New Jersey in terms of education achievement and median household income in 2013. The United States Census Bureau found that 25.4 percent of county residents aged 25 years and older had attained a bachelor's degree, compared to 35.8 percent for New Jersey as a whole. The median household income for Ocean County was $61,136, compared to the state average of $71,629. The poverty rate was 10.4 percent, which was the same statewide.[5]

Voter and candidate information[edit]

The Jackson Board of Education consists of seven members elected at large to three-year terms.[8] Members are elected on a staggered basis every year in November. Two members were up for election in both 2013 and 2014, and three members were up for election in 2015.[9] There was no primary election, and the general election was held on November 3, 2015.[1]

School board candidates had to be U.S. citizens and residents of the school district for at least one year prior to the election. They also had to be able to read and write and be registered voters. They could not hold another elected municipal office in Jackson Township, such as mayor or town council member.[10] To get on the ballot, candidates had to file their nominating petitions with the Ocean County Clerk's Office by July 27, 2015.[1][11]

In order to vote in this election, residents of the school district had to be U.S. citizens and at least 18 years old. They also had to have lived in the district for at least 30 days prior to the election. They had to file their Voter Registration Application and Party Affiliation Form with the Ocean County Clerk's Office by October 13, 2015. Photo identification was not required to vote in New Jersey.[12]

No contributions or expenditures were reported in the election, according to the New Jersey Election Law Enforcement Commission.[13]

School board candidates were required to file a Certificate of Organization and Designation of Campaign Treasurer and Depository form if they received a contribution of any amount, including their own funds. They filed this form with the Election Law Enforcement Commission (ELEC).[14] Three reports were required from candidates who received contributions: the 29-day pre-election report, the 11-day pre-election report and the 20-day post-election report. Contributions received between October 21, 2015, and November 3, 2015, required 48-hour notice reports.[15]

With three seats up for election in November 2015, nearly half of the Jackson Board of Education had the potential to change hands. Incumbent Theresa Schiazza did not file to run in the election, guaranteeing at least one new member would be elected to the board. In additional to winning the open seat, challengers defeated the two incumbents who ran in the election, bringing a total of three new members to the board. With two incumbents and six challengers, the 2015 election had an average of 2.67 candidates per seat. That was the highest average in recent years.

The board saw one new member join in 2013, but no newcomers were elected in 2014. Two seats were up for election both years. Only one incumbent filed to run in 2013, leaving one seat open for a newcomer. An average of 2.5 candidates filed to run for each seat. There was less competition in 2014, with only 1.5 candidates running per seat. The 2014 average in the Jackson School District election was less than the 2014 state average of two candidates per seat in New Jersey's largest school districts.
