    An effort to recall Jim Kaplan from his position as Alderman on the City Council of Racine, Wisconsin was launched in May 2013. The effort to qualify the recall question for the ballot was, however, abandoned short of going to a vote after the petition signature count was deemed insufficient by the city clerk.[1]

    Background[edit]

    The recall effort was led by Oscar Bueno, Sr. and the "Racine Equality Project 4th District Recall Committee." Bueno said the effort was in response to what he called Kaplan's "abuse of power," particularly in relation to Kaplan opposing a liquor license to a local bar. Kaplan called the effort a "total waste of money" because the license was granted by the city council and Kaplan's next election was already scheduled for April 2014.[2]

    The recall effort against Kaplan ended when City Clerk Janice Johnson-Martin deemed the number of valid signatures was four short of the 243 required to trigger a recall. Bueno and recall supporters had begun circulating petitions in May 2013. On July 11, they turned in 312 signatures. Some of those signatures were initially deemed invalid by the city clerk, bring the total to 268. Kaplan then challenged 53 signatures, and a further 29 were disqualified, lowering the number 239.[1][2][3]
