The Kansas Infrastructure, Amendment 1, also known as Amendment 1, was on the ballot in Kansas on November 4, 1980, as a legislatively referred constitutional amendment. It was approved. The amendment proposed that the constitution be amended: Article 11, Section 9. The amendment proposed that would not be a party in carrying on any work of internal improvement except that: 1) it may adopt, construct, reconstruct and maintain state system of highways, but no general property tax would be levied nor general obligation bonds issued by the state of such highways; 2) it may be a party to flood control works and works fro the conservation or development of water resources; 3) it may, whenever any work of internal improvement not authorized by the above stipulations, a separate bill must be voted on and pass by a two-thirds majority.[1]
