The Legislative Budget and Finance Committee is a joint legislative service agency of the Pennsylvania General Assembly that no longer fell within Ballotpedia's coverage scope as of March 9, 2021.

Per the Pennsylvania Statutes, the Legislative Budget and Finance Committee consists of twelve members, six from the Senate and six from the House. The Senate President Pro Tempore and Speaker of the House serve on the committee and hold appointment authority over the remaining positions. The President and Speaker are required to appoint the majority and minority leaders of both chambers, though those members may designate other members to serve in their places. Appointments must be made during each regular legislative session with terms ending on the first Tuesday in January of the following odd-numbered year.[1]

The committee selects its own chair, vice-chair, and other officers and has the power to set its own governing rules and regulations.[2] Additionally, the committee has the authority to appoint its own executive director, who serves as its chief executive officer.[3]

Function[edit]

The Legislative Budget and Finance Committee's website describes its role and function as follows:

[T]he Committee is to conduct studies and make recommendations aimed at eliminating unnecessary expenditures; promoting economy in the government of the Commonwealth; and assuring that state funds are being expended in accordance with legislative intent and law. To carry out these mandates, the LBFC is authorized to conduct a wide range of research activities pertaining to the operation and performance of state-funded programs and agencies.[4][5]
