Seven statewide ballot measures were on the June 10 and November 2003 ballots in Maine.
The first indirect initiated state statute could have appeared approved if either Question 1A or 1B received the most votes. It only would have been deemed defeated if Question 1C had received the most. Because Question 1A did not receive more than half of the votes, it was automatically referred to be voted upon, again, as a carryover initiative in 2004, where it was approved and enacted.
