The Maryland Property Loans in Baltimore Amendment, also known as Question 4, was on the November 4, 1980 ballot in Maryland as a legislatively referred constitutional amendment, where it was approved. The measure authorized the mayor and city council of Baltimore to make loans for the renovation, redevelopment or improvement of residential buildings. The measure also authorized loans for the purchase, acquisition, construction, reconstruction, development, renovation, redevelopment or improvement of commercial buildings.[1]
