National Voter Outreach, or NVO, is a national petition drive management company. NVO was formed in 1988 through the merger of two petition management firms: Arnold & Associates and Alpha & Omega and Company. It is incorporated in Nevada.[1]

The CEO, founder and chief officer of NVO is Rick Arnold.[1]

The NVO website provides the following statement about the organization:[1]

CEO & Founder of National Voter Outreach, Inc. Rick Arnold is committed to furthering the process of Direct Democracy in America. He and his wife, Geneva, live in Carson City, Nevada. Their daughter, Selah is currently attending the University of Nevada at Reno.

Rick received his Bachelor's degree from The University of Nebraska at Omaha and his Master's from San Diego State University. He has been teaching American Constitutional Government at Western Nevada College for several years. He is a retired Army Major and Vietnam Veteran. His awards include the Silver Star and three Bronze Stars for Valor. Rick is a life member of the Vietnam veterans of America. Recently, he has been active with the International Airborne Society. The group of paratroopers engages in airborne operations with various armies around the world. Rick has participated in training jumps in Russia and Argentina.

Acknowledged as an expert in the field of Initiative and Referendum, Rick is frequently invited to speak on the initiative process. He has addressed various groups, including the American Association of Political Consultants, United We Stand America, US Limits, and the Western Political Science Association. Rick has provided expert testimony before the California Citizens Commission on the Initiative, Texas Senate committee on I&R, and to the American Constitutional Law Foundation. He has also conducted political training seminars for Campaigns & Elections Magazine, the American Association of Political Consultants and the National Conference of State Legislators.

Rick and NVO have been written up in numerous publications including the New York Times, the Wall Street Journal, Time Magazine, The Los Angeles Times, The Chicago Tribune, Roll Call, and The National Journal. He has published several articles on the initiative process in Campaigns and Elections Magazine.[2]
