The Nebraska Creation of Executive Offices Amendment, also known as Amendment 13, was on the ballot in Nebraska on September 21, 1920, as a legislatively referred constitutional amendment. It was approved. The measure allowed new executive offices to be created upon a two-thirds vote of the legislature. The measure also provided for the executive budget and placed pardoning power with a board of pardons, rather than in the hands of the governor.[1]
