Career[edit]

Early career[edit]

After graduating from the College of William and Mary with a bachelor's degree in government in 1982, Reagan began working in politics as a legislative assistant to Rep. Rick Boucher (D-Va.) from 1983 to 1987. He then went on to advise Rep. Owen Pickett (D-Va.) until 1993. Reagan attended law school at George Mason University, graduating in 1991, and worked as chief counsel for the House Science Subcommittee.[2] From 1995 to 1996, he was an advisor to Rep. L.F. Payne (D-Va.), serving as Payne's communications director. He then went on to serve as chief of staff for Rep. Jim Moran (D-Va.) from 1996 to 2001.[3]

Mark Warner advisor[edit]

From 2001 to 2005, Reagan was communications director for Gov. Mark Warner (D-Va.). After working with Warner, Reagan served as a senior vice president at McGuireWoods, a lobbying and public affairs firm in Richmond, Virginia.[3]

Jim Webb advisor[edit]

In November 2006, Reagan was selected as the chief of staff for Sen. Jim Webb (D-Va.).[4] He served as Webb's chief of staff during Webb's entire career in the Senate, helping Webb to craft changes to the G.I. Bill by expanding educational benefits in 2008.[5]

Terry McAuliffe chief of staff[edit]

On November 18, 2013, shortly after being elected governor, McAuliffe announced that Reagan would serve as his chief of staff. Upon appointing Reagan, McAuliffe said, "There are few people in this commonwealth who can match Paul’s experience, practical knowledge of Virginia and administrative skills. Paul’s knowledge of this commonwealth and how we interact will be an invaluable asset to Virginia as this administration begins, as will his calm, collaborative and decisive leadership style."[6]

In 2017, Ballotpedia identified Paul Reagan as a gubernatorial chief of staff. A chief of staff is the lead staff member of an administration and is responsible for implementing the governor's agenda.

The role is both a managerial and advisory position, although specific duties vary by administration. The chief of staff typically has the following responsibilities, according to the National Governors Association (NGA):[7]

  • Control access to the governor and manage the governor's calendar;
  • Monitor the flow of information to the governor on policy issues;
  • Oversee gubernatorial Cabinet and staff; and
  • Manage and communicate the governor's policy agenda to the state legislature and the public.

In terms of policymaking, the NGA notes that a chief of staff is responsible for bringing policy and communications together: "The chief is responsible for overseeing the development of the governor’s policy agenda. The policy director or advisor is typically responsible for shaping the general concepts and specific details of the agenda with input from the communications director, policy staff and cabinet members. The chief often must take charge and bring the pieces together coherently."[7]
