Philadelphia II was a nonprofit 501(c)(4) organization incorporated in 1992 by former U.S. Senator Mike Gravel. Its purpose was to conduct the election for the National Initiative For Democracy. The purpose of that election would have been to enable direct democracy on the federal level, so that American citizens could directly legislate through placing legislation on ballots, and having the opportunity to approve or reject the proposed legislation by direct vote.[1]
