The Texas Property Taxes Amendment, also known as Proposition 3, was on the August 23, 1937 ballot in Texas as a legislatively referred constitutional amendment, where it was approved. The measure provided that property shall never be assessed for taxes at more than its fair cash market value. The measure also granted the legislature the power to provide for discounts on the amount of taxes due if paid before they became delinquent.^[1][2]
