Marlo is fighting to protect Utah’s triple-AAA credit rating, a critical asset of the state. Outside interests are developing political scoring mechanisms that undermine sovereignty and harm borrowing costs. Marlo is fighting to protect Utah’s ability to borrow money at the lowest rates in the capital markets.

Marlo is a champion for economic freedom. He understands this is the foundational right from which all other freedoms emanate. Marlo is fighting to protect and defend our free enterprise system from those who would seek to coerce behavior using economic force. He has spoken and written extensively about this critical issue both locally and nationally and is a recognized expert in defending competitive markets.

Marlo has successfully managed multi-billion dollar investment portfolios. He understands fiduciary standards and is working to protect and defend beneficiaries of state investment monies to ensure their interests are protected from politicized investing. Having institutional investment management experience is critical and Marlo is the only state treasurer in the country with this background.

What areas of public policy are you personally passionate about?

Marlo Oaks (R)

I am passionate about protecting our economic system from the inappropriate incursion of politics and the weaponization of capital to drive political agendas. One of the gravest threats we face is the use of back door mechanisms through businesses to implement political agendas that did not make it through our democratic political institutions. These political issues are now being forced through businesses using investment dollars of everyday citizens, generally without their knowledge, consent, or ability to move their money. These activities undermine our economic and democratic systems. I am fighting to push business back to neutral. Most Americans want to go to work, focus on their job, and not be subjected to politics in the workplace. I am working to protect business, the state, and workers from the politicization and weaponization of capital. We must all work to keep politics in its rightful place and not allow it to seep into business. This is one of the biggest challenges we face as a country and I am working to address this issue as effectively as possible.

What qualities does this office possess that makes it a unique and important part of the state government and legal system?

State Treasurer is one of the most technical offices in government. This role oversees and manages billions of dollars in investments and works with financial institutions to access the capital markets and move cash around the state.

What characteristics or principles are most important for an elected official?

Marlo Oaks (R)

Integrity is critical in Treasury because of the trust people place in the individual overseeing other people’s money. People must trust the treasurer and that begins with the integrity and authenticity treasurers bring to their work.

What do you believe are the core responsibilities for someone elected to this office?

Marlo Oaks (R)

Investment management, investment banking, leadership, and Treasury management. Treasury is typically not as political of an office. The key is the oversight and management of money, and other financial aspects. The Treasurer brings financial experience and economic understanding to issues. Economic thinking is an important part of the job because policy can have a major impact on incentives and financial aspects of government.

What responsibilities of this office do you personally consider the most important?

The investment oversight is the most important and most technical part of the job. Without this experience a state treasurer is at the mercy of others. It is rare for a treasurer to have actual institutional investment experience. This has helped me know what direction to take in managing the portfolios, analyzing the risk, and pushing for greater diversification.

What kind of skills or expertise do you believe would be the most helpful for the holders of this office to possess?

Investment management and investment banking are the most technical aspects. Understanding Treasury operations is also helpful. Communication and leadership skills are also valuable because of the staff that works on many important aspects of keeping the office operating smoothly.

Cutting off financing for businesses engaged in economically essential activities to advance a radical social agenda destroys livelihoods, increases costs and does little to advance the desire we all have to breathe cleaner air and improve the environment. Punishing these entities is antithetical to our nation’s capitalist system that has developed some of the greatest innovations in human history.”^[1]
