NGO Monitor is a Jerusalem-based organization, said to be linked with neo-conservative elements in Israel and the United States. It presents itself as concerned with non-governmental organizations that may, under a claim of protecting human rights, take an unbalanced view of the Arab-Israeli Conflict, and states that "NGO Monitor's objective is to end the practice used by certain self-declared 'humanitarian NGOs' of exploiting the label 'universal human rights values' to promote politically and ideologically motivated agendas."
