Department of Motor Vehicles is a State agency to administer motor vehicles and issue titles, license plates and driving licenses. It also issues identification cards that do not grant driving privileges. Drivers are identified by their drivers license number. Vehicles are identified by their Vehicle Identification Number (VIN). License plates have a license plate number.
