Local government

Local government is government below the national level. In some countries, such as the United States, local government more specifically refers to government below the state level. Types of local government are varied and include counties, cities, townships, school districts, and special districts. Homeowners associations (HOA), though not a level of local government, can (per state law and property deed restrictions) collect dues and place limitations on property use, and in some cases can foreclose on property for unpaid dues.

In the United States, the Tenth Amendment makes local government in the states a matter for state legislatures rather than for Congress. However, limitations on state power in the United States Constitution, such as the Equal Protection Clause, impose some limitations on states' powers to organize local governments.
