Philip Edward Moran (born March 6, 1961) is a businessman from Kiln, Mississippi, who has since 2012 represented District 46 in the Mississippi State Senate. A Republican, his district includes Hancock and Harrison counties in the Gulf Coast portion of his state.^[1]

Born in Bay St. Louis in Hancock County, Mississippi, Moran attended Pearl River Community College in Poplarville in Pearl River County and graduated from Mississippi State University in Starkville. He owns Philip's Pest Control in Kiln and is a former Hancock County supervisor. He is a member of the Hancock County Chamber of Commerce and Rotary International. A Roman Catholic, he is a member of the Knights of Columbus men's organization. He and his wife, the former Sheila Lander, have two children, Lori and Alan Moran.^[2]

When the Democrat incumbent representative, David Baria, did not seek reelection in 2011, Moran filed as a Republican candidate and prevailed in his party's runoff primary by defeating Mickey Lagasse, 3,591 (55.1 percent) to 2,930 (44.9 percent). In the general election on November 8, 2011, Moran defeated Democrat Joe Bye and James Kenneth "Ken" Overstreet, the candidate fielded for the second consecutive time by the Constitution Party. Moran polled 9,944 votes (66 percent); Bye, 4,465 (29.6 percent), and Overstreet, 666 (4.4 percent). In 2015, Moran won his second term in the Senate without opposition in both his primary and the general election held on November 3.^[3]

Moran is the chairman of the Senate Wildlife, Fisheries, and Parks Committee, the vice chairman of Veterans and Military Affairs, and sits on these committees: (1) County Affairs Committee, (2) Economic Developmen, (3) Energy, (4) Enrolled Bills, (5) Finance, (6) Highways and Transportation, (7) Investigate State Offices, and (8) Labor. ^[2]

In 2012, Senator Moran voted to require schools to have a longer summer vacation period. He also voted to establish charter schools in the state, and he favored making photo identification as a condition for voting in Mississippi. In 2013, he supported the requirement that physicians administer abortion prescriptions. In 2014, he voted to prohibit abortions in Mississippi past twenty weeks of gestation of the unborn. He opposed the failed proposal that abortion not be mentioned as an alternative by crisis pregnancy centers in the state.^[4]

In 2016, Moran voted to prohibit state funds to the large abortion provider, Planned Parenthood. He supported HB 1523, which attempts to guarantee within Mississippi protections for religious beliefs and matters of moral conscience in regard to Christians being mandated to service homosexual activities. He supported the bill that prohibits local governments in Mississippi from establishing sanctuary city policies. In 2017, he backed the legislation which authorizes additional methods of execution in Mississippi and sponsored another measure to declare as a hate crime the targeting of law-enforcement officers by the lawless element. He voted to retain a private contractor to audit Medicaid.^[4]
