The Universal Life Church (ULC) is an organization known for ordaining any willing person, by mail, for free. It is one of the oldest ordination mills, and increased in notoriety with the development of the Internet. While the ULC aspires to ordain as many people as possible, without regard to their theological beliefs or ability to function as a pastor, there appear to be a few actual congregations that have been founded by ULC ministers who could not qualify for ordination through other churches.
The status of whether a marriage performed by an ordained ULC minister is valid differs greatly between the states; however, Canada does not recognize the ULC as a legitimate church and therefore its ministers cannot solemnize marriages there.
