Terror might refer to:

• Terrorism - terrorists use terror tactics to influence policy
• State terrorism - terror tactics used by the state
• War on Terror - a disastrous forever war conducted against shadowy insurgencies and perceived "enemies" that has been ongoing since 9/11. In reality, it is an excuse to punish groups and states that whichever state is conducting the eponymous "War on Terror" doesn't like.
