Petro Olenych (born July 27, 1982, Ochakiv) — Chief Digital Transformation Officer of Kyiv (CDTO) and Deputy Mayor of Kyiv Vitali Klitschko.

Coordinates the activities of the Departments of Information and Communication Technologies, Land Resources, Urban planning and Architecture.

Biography[edit]

Education[edit]

In 1988 entered the secondary school №4 in Ochakiv.

From 1995 to 1999 studied at the Physics and Mathematics of Ochakiv City Lyceum. I.S. Shestaki at Odessa University and received a general secondary education;

In 2004 graduated from the Kyiv National University of Culture and Arts and received a full higher education in "Law", obtained the qualification of "Lawyer"[1].

Employment[edit]

In 2004 started working as a leading and later chief specialist in the Information technology Department of the Ministry of Justice (Ukraine)

August 2005 - worked as a chief specialist in the Department of Constitutional Law of the Ministry of Justice (Ukraine)

In 2008 he worked as a manager in the Residential Real Estate Department of KDD Group.

In 2009 he was appointed Deputy Head of the Kyiv Regional Branch of the State Enterprise "Center for State Land Cadastre"

September 2012 - worked as the head of the Main Department of the State Land Agency in Sumy

March 2017 - First Deputy Director of the Department of Information and Communication Technologies of the Executive Body of the Kyiv City Council (Kyiv City State Administration)

July 2018 - Director of the Department for Registration of the Executive Body of the Kyiv City Council (Kyiv City State Administration)

On July 27, 2018, he was appointed Director of the Department of Land Resources of the Executive Body of the Kyiv City Council (Kyiv City State Administration)

April 2, 2021 - Deputy Head of the Kyiv City State Administration for Self-Government in the Field of Digital Development, Digital Transformation and Digitization (CDTO)[2][3].

Activities as the chief of the digital transformation of Kyiv[edit]

In one of his first interviews[4] with Olenych, he stated that the main goals of his work are the introduction of e-democracy and the digital ecosystem.

In 2021-22, a number of projects were implemented in Kyiv:

  • Kyiv became the first city in Ukraine to completely abolish paper coupons in public transport[5] - Electronic ticket.
  • in Ukraine for the first time built an urban infrastructure for the introduction of Internet of things technology[6].
  • the introduction of an intelligent transport system has begun[7], 100% of entrances to Kyiv are equipped with video surveillance cameras[8].
  • using tools of e-democracy, more than 1,200 public projects have been implemented in Kyiv[9].
  • more than 30,000 children were enrolled in kindergartens through the electronic queue[10], more than 120,000 electronic student cards orders were ordered[11].
  • a tourist and cultural hub of Kyiv was created[12].
  • created an automated system of accounting and management of land resources of the city and the city public cadastral map, which transferred the digital 3D modeling of Kyiv[13].
  • 46 modern air quality monitoring sensors have been installed in all districts of Kyiv[14]. Air quality data are integrated into the Kyiv Digital City application[15].

At the end of 2021, Kyiv entered the top 100 Smart city in the world. During the year, the Ukrainian capital rose by 16 points in the world ranking of Smart City Index and took 82nd place[16].

"Kyiv Digital"[edit]

On January 5, 2021, the Kyiv Digital digital city app became available for free download on iOS and Android (operating system) Smartphone. The application was created by the Kyiv Municipal Enterprise "Main Information and Computing Center".

The number of users as of April 12 is over 1.5 million[17].

Kyiv Digital provides an opportunity to top up a transport card from a smartphone, buy QR-tickets, pay for parking, return an evacuated car, receive notifications about housing and communal services, vote for city improvement projects.

After the Russian invasion of Ukraine, the application went into the information mode[18].

In an interview with The Guardian, Olenych said that the focus of the application changed in the first 24 hours after the invasion - "Kyiv Digital" became the first mobile application in Ukraine, which began to report Civil defense siren[17].

The application added a number of services such as a map of Air raid shelter, the ability to find an evacuation flight or useful maps for citizens[19][20]. Also, with the help of the application, users can provide evidence of destruction, war crimes or report on enemy troops[21].

Wi-Fi in bomb shelters[edit]

On March 3, 2022, Olenych addressed Kyiv's Internet providers with a proposal to organize a connection to Kyiv's Wi-Fi storage facilities[22].

On March 9, a platform was created to connect to the Internet in the Air raid shelter of Kyiv[23]. Later, this feature appeared in the application Kyiv Digital, other List of cities in Ukraine|Ukrainian cities also began to connect the Internet in Air raid shelter[24].

As of Monday, April 12, according to the platform, 1145 applications for connection have been received, more than 815 Air raid shelter in Kyiv are connected to Wi-Fi[25].

On April 4, the American magazine Time (magazine)|TIME published an article "How Kyiv Adapted the City's Technologies to Save Lives", calling the city's IT team "digital gurus"[26].

Public activity[edit]

Petro Olenych was a speaker at the international economic forum EFBM 2021 "Change. Adaptation. New Economy"[27], the International Forum" Innovative Solutions in the Digital Economy "in Frankfurt|Frankfurt am Main, RAU Investment Forum 2021[28].
