Esthonia

Esthonia:

Government of Russia; one of the three Baltic Provinces . It has a total population (1897) of 404,709, of whom 1,468 are Jews. Not until the last quarter of the nineteenth century did Jewish artisans, and others specially privileged, begin to settle in the province, which is outside of the Pale of Settlement.
