A1. A) Financial problems: the government had the power to be a country but they did not have any way to fund it because they could not raise taxes and their attempts to gain money were unsound.

     B) Foreign policy problems: there was no way to negotiate with other countries under the Articles of Confederation. England was taxing them unfairly and the government did not have a way to negotiate. 
Excellent, except England was not taxing Americans at this time.

A2. Article 1: congress is established as the Legislative branch, this branch makes the laws.

     Article 2: the president’s powers are established as the executive branch, this branch carries out the laws.
      Article 3: the Supreme Court is established as the judicial branch, this branch interprets the laws.

A3. George Washington took the power given to him and used it to the greatest benefit for the people of America. Having power was not everything to him; he was more concentrated on what was best for the people rather than how much he was controlling them.

A4. The cotton gin, it strengthened the southern states because it allowed them to become economically sound; it also strengthened slavery.

Good, a bit more detail would be welcome here. (Minus 1).

A5. The cartoon is a picture of Massachusetts being steadied by the hand of God so the Federal superstructure (or government) was preserved. The cartoonist was a Federalist because he was supporting stronger federal government.

Good, but it is about ratification of the Constitution rather than preservation. (Minus 1).

A6. A) The Northwest Ordinance protected territories against the government coming and taking property without paying a fair amount.

       B) It enabled anyone put in prison to demand a hearing to challenge his imprisonment.
Good.

A7. The most significant thing that happened in John Adams’ presidency was that the Alien and Sedition acts were nullified by Kentucky and Virginia. The states’ laws stated that the Alien and Sedition acts were unconstitutional and that the states did not have to obey the laws. This provided a basis for other states to try and nullify other federal laws, leading to the Civil war.
