Data strategy is a set of common values, rules and principles that articulate how data enables and inspires business strategy. Data strategy considers the life cycles of data entities and data assets apart from technology lifecycles or org structures.

The need for a strategic approach to managing data increases in all industries and sectors, as Information explosion is accelerating. Organizations are facing an exponential growth of data of all types.[1]

Modern organizations are complex systems of people and machines constantly generating data. Data strategy is an overarching high level plan to align actors within the data ecosystem in an enterprise, industry or even on national and international level. In some industries having a data strategy is mandated. As an example the Foundations for Evidence-Based Policymaking Act requires each FSOC agency to have a chief data officer and a data strategy.[2] Data strategy has to be periodically reviewed and adjusted to the ever changing technology, infrastructure and regulatory landscape.
