From Conservapedia

Incivility is a general term to describe the lack of standards and manners in public decorum, and can apply to heated disagreements that lead into personal ad hominem attacks, and recklessness such as vandalism.

The television program Crossfire is an example of how partisan disagreements can devolve into incivility.
