Frank Howell Seay is a federal judge on senior status with the United States District Court for the Eastern District of Oklahoma. He joined the court in 1979 after being nominated by President Jimmy Carter. From 1980 to 1996, Seay served as the chief judge of the district court.
A native of Shawnee, Oklahoma, Seay graduated from the University of Oklahoma with his bachelor's degree in 1961 and from the University of Oklahoma College of Law with his J.D. in 1966.[1]
Seay was nominated by President Jimmy Carter on September 28, 1979, to a seat on the United States District Court for the Eastern District of Oklahoma vacated by Judge Joseph Morris. Seay was confirmed by the U.S. Senate on October 31, 1979, and he received his commission on November 2, 1979. Seay served as the chief judge of the district court from 1980 to 1996. Seay elected to take senior status beginning on September 25, 2003. He was succeeded in this position by Judge Ronald White.[1]
