In politics a flip-flop is "a sudden or unexpected reversal, as of direction, belief, attitude, or policy" with the implication that it is done for political expediency and not for reason of true conviction. [1]

The American politician and Democrat John Kerry was often called a flip-flopper during his presidential run by political commentators and his critics.
