An effort in Dunnellon, Florida, to recall City Councilmember Penny Fleeger from her position was launched in December 2015. A recall petition with 150 signatures was approved by the county election supervisor, and another petition with at least 198 signatures was required to force a recall election.[1] In January 2016, Fleeger announced that she would not seek re-election in November 2016. She indicated that she would consider resigning from the council prior to a recall election.[2] The recall effort ended when Fleeger resigned from her position.[3]
Recall supporters[edit]
A recall effort was initiated following allegations that Fleeger slapped City Clerk Dawn Bowne during a city event on December 4, 2015. Downe accused Fleeger of slapping her three times during the Light Up Dunnellon Christmas Tree party. The Dunnellon City Council voted 4-0 to censure Fleeger over the incident during a meeting on December 15, 2015.[4]
Response by Penny Fleeger[edit]
After the December 15 meeting, Fleeger denied Downe's claims and argued that the clerk was the only person to have witnessed the alleged incident. Fleeger suggested that recall organizers had ulterior motives in her official response to the effort.[4]

Supporters needed signatures from at least 131 registered voters in the city to move forward with the recall process. This step was achieved when the county elections office approved an initial petition with 150 valid signatures. An additional petition with Fleeger's response required at least 198 valid signatures to advance[1]
