Garland Hale "Andy" Barr IV (born July 24, 1973) is an American attorney and politician from Republican party serving as the U.S. representative for Kentucky's 6th congressional district since 2013. Barr is one of 129 Republicans who vote for $40 billion aid to Ukraine.[1]
