A diplomat is a figure, such as an ambassador, engaged in the art of international relations. Often such persons will be "diplomats-in-residence," representatives of a foreign country living in a foreign country, while handling the daily affairs of his or her home country, such as passports and, in more desperate times, last-minute negotiations.
Diplomats in the United States are members of the State Department, and often appointed.
