Ballot title

The ballot title for Repeal of World War I Veteran Bonus Amendment was as follows:

Shall Section 2a of Article VIII of the Constitution of the state of Ohio, providing for a World War I bonus, be repealed?

A 60% vote is required during one legislative session for the Ohio State Legislature to place a constitutional amendment on the ballot. That amounts to a minimum of 60 votes in the Ohio House of Representatives and 20 votes in the Ohio State Senate, assuming no vacancies. Amendments do not require the governor's signature to be referred to the ballot.
