From Conservapedia

The National Defense Education Act is legislation passed in 1958 that was designed with the word "defense" in it in order to help get government intervention into education. Previous attempts to get education bills passed had failed, however:

Perhaps if they called the education bill a defense bill they might get it enacted. Senator Hill—a former Democratic whip and a savvy legislative tactician—seized upon on the idea, which led to the National Defense Education Act.[1]
