The Arkansas Lottery Proceeds for Scholarships Amendment was not on a 2016 election ballot in Arkansas as a legislatively referred constitutional amendment.

If approved, the measure would have allowed lottery proceeds to be used for scholarships and grants to vocational-technical schools, technical institutes and technical colleges in the state.[1]

Section 22, Article 19, of the Arkansas Constitution says that a majority vote is required in both houses of the Arkansas Legislature in order to send a measure to the ballot.

The Arkansas Legislature did not take action on the bill; therefore, the measure was not put on the ballot.
