Litotes

In rhetoric, litotes is a form of understatement that affirms a statement by negating its opposite. For example, one could say "She was not shy about stating her opinions," as opposed to saying "She stated her opinions boldly." Common litotic expressions include "Not bad," "No big deal," and "That doesn't surprise me."
