Two of the nine seats on the New Rochelle School District school board were up for general election on May 17, 2016. Incumbent Rachel Relkin, along with Todd Kern, defeated challengers James O'Toole and Vincent J. Malfetano in the race for the two seats.^[1]

Voter and candidate information[edit]

The New Rochelle Board of Education consists of nine at-large members elected to staggered five-year terms. One or two seats are up for regular election each May. Voters could vote for all seats up for election. The two candidates who received the most votes were considered elected to the board. There was no primary election, and the general election was held on May 17, 2016.^[2][3]

To get on the ballot, school board candidates had to file nominating petitions containing 100 signatures from qualified voters in the district to the clerk of the school district by April 27, 2016. To vote in this election, residents had to be at least 18 years old, U.S. citizens, have lived in the district for a minimum of 30 days before the election, and have registered with the clerk of the school district.^[3]

New Rochelle School District is located in southern New York in Westchester County. The county seat is White Plains. Westchester County was home to 976,396 residents in 2015, according to the United States Census Bureau.^[8] The district was the 11th-largest school district in the state in the 2013–2014 school year and served 10,922 students.^[9]

Demographics[edit]

Westchester County outperformed New York as a whole in terms of higher education achievement in 2014. The United States Census Bureau found that 46 percent of county residents aged 25 years and older had attained a bachelor's degree, compared to 33.7 percent of state residents. The median household income in the county was $83,422, compared to $58,687 statewide. The poverty rate in Westchester County was 1.4 percent, compared to 15.9 percent for the entire state.^[8]
