Racket (Crime)

A criminal racket is a service one offer to another to solve a problem that either

1. does not actually exist, or
2. would not exist but for the racket.

"Protection" is a classic racket. An individual or more typically a gang offers to "protect" a person, usually from his/her/their own activities but ostensibly from the activities of random violent actors in the society.
