Question

Any matter on which the Senate is to vote, such as passage of a bill, adoption of an amendment, agreement to a motion, or an appeal.^[1]

In linguistics, and in general usage, a question is an utterance made to request information. A question can be signified by one or more of the following: the use of question words, a change in word order, a change in intonation (spoken communication only), and a question mark (written communication only). A rhetorical question is an utterance phrased as a question but not meant as one.
