Coen is a retired library media specialist who worked for the Blue Springs School District for 27 years. She has two children who are graduates of the district.^[1]

Three seats on the Blue Springs School District school board were up for at-large general election on April 4, 2017. Board members Kay Coen, Dale Falck, and Dale Walkup were unopposed in their re-election bids. Due to lack of opposition, the election was canceled and the incumbents were automatically re-elected.^[2]^[3]
