Chris Heeter told the Cherokee Tribune & Ledger-News that organizers were seeking the recall of Phillips because of her lack of attendance at city council meetings.[1]

Recall supporters needed to submit at least 100 signatures with a petition to the county elections office. They submitted 148 signatures with the recall petition, which was approved for circulation in June 2016. Organizers needed to gather at least 1,438 valid signatures from city residents, which equaled 30 percent of the registered voters in Holly Springs.[1]
