Chris Heeter told the Cherokee Tribune & Ledger-News that organizers were seeking the recall of Phillips because of her lack of attendance at city council meetings.[1]

Recall supporters needed to submit at least 100 signatures with a petition to the county elections office. They submitted 148 signatures with the recall petition, which was approved for circulation in June 2016.
