Window Dressing

Window dressing is a term applied to various spectacles, speeches, and actions that are essentially meaningless in and of themselves, that serve to make people or things "look good". It comes from the retail practice of "dressing windows" to present the products currently being sold in a favorable light.

It is most often used in politics.
