Impact of redistricting[edit]

The Republican-dominated House passed a new map on January 18, 2012 by a vote of 205-68; an alternative Democratic plan was defeated 261-70. Despite the vote, not all was well on the Republican side; the Manchester House delegation vowed to support any veto issued by Gov. John Lynch (D), as they saw the possible loss of two representatives. The Senate concurred 15-8 on March 9. As expected, Lynch vetoed the House map, but signed the Senate map. "For example, the towns of Atkinson, Hudson, Meredith, and Pelham all have sufficient population under state and federal constitutional standards to have their own representative, but all are denied their own representative under the House-approved plan," Lynch said. Per a constitutional amendment passed in 2006, each town with 3,000 or more residents is guaranteed at least one representative of its own. The House overrode the veto 246-112 on March 28, and the Department of Justice pre-cleared the maps in May 2012 as required by the Voting Rights Act. On June 19, the New Hampshire Supreme Court rejected constitutional challenges to the House map, consolidated in one suit; it concluded that the goal of population deviations lower than 10% were a valid reason to divide municipalities.[4][5][6]

Qualifications[edit]

Article 14 of Part 2 of the New Hampshire Constitution states, "Every member of the house of representatives shall be chosen by ballot; and, for two years, at least, next preceding his election shall have been an inhabitant of this state; shall be, at the time of his election, an inhabitant of the town, ward, place, or district he may be chosen to represent and shall cease to represent such town, ward, place, or district immediately on his ceasing to be qualified as aforesaid."
