In October 2011, the Republican-dominated Legislature passed and Gov. Gary Herbert (R) signed new legislative maps that were hailed as bipartisan successes, unlike the contentious congressional redistricting process.

Five pairs of incumbents were placed into districts:

  • David Litvack (D) and Brian Doughty (D) - Litvack did not run for re-election.
  • Janice Fisher (D) and Fred Cox (R)
  • Todd Kiser (R) and LaVar Christensen (R) - Kiser did not run for re-election, and Christensen ran in District 32.
