The county council functions as the county's primary legislative and policy-making body. Most boards also control county land usage, oversee environmental issues, and possess executive powers, meaning they have the authority to appoint or remove departmental heads. Allegheny County has 15 county council members that are elected to four-year terms. Two are elected at large and 13 are elected by district.[4]
