Consideration

Consideration is a right, a privilege, or anything of value given up or received in exchange for a promise, goods, or real estate.

In the rules of the U.S. Senate, consideration is a term referring to contemplation of a vote on a bill. The "call up" or "lay down" a bill or other measure on the Senate floor is to place it before the full Senate for consideration, including debate, amendment, and voting. Measures normally come before the Senate for consideration by the Majority Leader requesting unanimous consent that the Senate take it up.[1]
