Referendum

From Conservapedia

A referendum is the submission of a law by a legislature for the direct vote by the people or the state or, conversely, put by the people of the state on a ballot to repeal a recently enacted law of the legislature.

Unlike an initiative, a referendum involves passage of the law by the legislature before the people vote on it.
