Impact of redistricting[edit]

The Vermont Legislative Apportionment Board approved new maps on August 11, 2011, with the Legislature passing them in April 2012 and Gov. Peter Shumlin (D) signing them on May 1, 2012. The House procedure was considered a tripartisan success, with an overwhelming 138-4 vote. However, the Senate during its own mapmaking process amended the House map to restore districts in southwestern Vermont, particularly Bennington County; after passage, a joint conference committee convened, and the two chambers passed the Senate map and a more lightly modified House map, with one added Burlington district and the pairing of incumbents Dennis Devereux (R) and Eldred French (D) in a single district. The high standards for deviation from the ideal district size (24 percent for the House, 18.2 percent for the Senate) remained cause for concern, though legal challenges did not materialize.[3][4][5]

Qualifications[edit]

The Vermont Constitution states, "No person shall be elected a Representative or a Senator until the person has resided in this State two years, the last year of which shall be in the legislative district for which the person is elected."[6]
