College Of Arms

From Conservapedia

The College of Arms, also known as the Heralds' College, is a British institution, established in 1483 by King Richard III, which regulates heraldry and grants coats of arms to people with a legitimate heraldic claim. They sometimes even design badges and coats of arms for new independent countries, an example being Guyana.
