The Illinois Banking Amendment was on the ballot in Illinois on November 8, 1938, as a legislatively referred constitutional amendment. It was defeated. It proposed modifications to the banking rules to reduce the liability of bank stockholders.[1]

Note: Although this measure gathered more "yes" votes, it did not pass because at the time of the vote Illinois required that amendments receive a vote of more than 50 percent of those voting in the election. There were 3,274,814 voters in this election, requiring at least 1,637,408 “yes” votes for the measure to pass.
