The Cook Political Report is a Washington, D.C.-based political newsletter founded in 1984. The publication is billed as "an independent, nonpartisan newsletter that analyzes elections and campaigns for the US House of Representatives, US Senate, Governors and President as well as American political trends."[1] As of January 2024, the publisher and editor-in-chief of the report was Amy Walter.

According to The Cook Political Report's website, subscribers include "lobbyists, trade associations, corporations, labor unions, Members of Congress, political action committees and interest groups across the political spectrum." Cook Jr. founded The Cook Political Report in 1984 as "an independent, nonpartisan newsletter that analyzes elections and campaigns for the US House of Representatives, US Senate, Governors and President as well as American political trends." The Cook Political Report transitioned to an online-only publication in 2004.[1][2]

The Cook Political Report provides subscribers with information and analysis about candidates, campaign dynamics, race rankings, race predictions, and other political indicators leading up to each election. The newsletter includes:[1]

  • A complete listing of every potential candidate for the U.S. House, Senate and Governor (updated weekly);
  • A rating for each race on a seven-point scale (Solid Democrat, Likely Democrat, Lean Democrat, Toss Up, Solid Republican, Likely Republican, Lean Republican) (updated weekly);
  • A narrative analysis of either every Senate race or every governor's race;
  • A narrative analysis of House races, rotating between open seats, Democratic incumbents or Republican incumbents.
  • The top-line numbers on every publicly available poll in House, Senate and gubernatorial races (updated weekly).[1][3]

Since 1997, The Cook Political Report has also published the Partisan Voter Index (PVI), a measurement tool that scores each congressional district based on how strongly it leans toward one political party. The PVI is determined by comparing each congressional district's presidential vote to the national presidential election results.[5]
